This is a stamp with a plain stamp frame.

Use lighter ink to stamp the stamp, and then use darker ink to stamp over the lighter ink to complete the stamp.

If you lay a piece of unneeded paper over the overflow area, the stamp will fit neatly within the frame.

Layering stamps with similar shades of ink gives the stamps an antique look.
